Maryland Lead Risk Reduction in Housing Law
The Lead Risk Reduction Standard is a Maryland regulation that is designed to reduce childhood lead poisoning in rental properties. The law requires owners of pre-1978 rental properties to register their properties with MDE. A lead inspection certificate is required at each change of occupancy for all properties built before 1978 unless the property has already received a passing Lead-Free inspection certificate.
The Maryland property owner must pass an inspection for lead-contaminated dust and pass a visual inspection of the 8 Hazard Reduction Treatments.
8 Hazard Reduction Treatments
- Remove any chipping, peeling, or flaking paint
- Repair structural defects that cause the paint to deteriorate
- Repaint, replace, or encapsulate all interior window sills
- Cap window wells in order to make them smooth and cleanable
- Fix the top sash of all windows in place in order to eliminate friction (does not apply to treated or replaced windows)
- Re-hang all doors to prevent rubbing
- Ensure that kitchens and bathrooms have smooth, water-resistant floors
- HEPA-vacuum and detergent wash any area where repairs were made
